The Times-Dispatch has a look at the intent of the Floyd Avenue Bicycle Boulevard, a plan to make the street more bicycle-freindly from VCU to Carytown:

Last week, the Metropolitan Planning Organization for the Richmond region awarded the city $40,000 in federal funds to begin designing the project, produce a better estimate of what the total cost would be, and talk to the neighborhoods that would be affected. Richmond has to match the grant with $10,000.

Floyd Avenue already is part of an east-west bicycle route through downtown and carries relatively low traffic volumes compared with other parallel streets. The project would slow traffic in front of Binford Middle School in the Fan District and make Floyd a preferred route for people biking or walking to William Fox Elementary School two blocks away, transportation planners say.
