Rao, whose father was from India, and his wife, Monica, who grew up there, represent a minority in a community that is very much of the majority. Mount Pleasant is known as a classic college town, but of its 26,200 residents, 89 percent are white.
Michigan “is a very segregated state, in my opinion,” Rao bluntly told a group of community leaders recently as he asked them for a “communitywide standard for embracing diversity.”
