Police told Carl Hudert to replace the signs because they can legally be posted on Election Day even though the Monument Avenue median is a city park.

So it turns out campaign signs ARE NOT LEGAL on Monument Ave and can be removed:

Richmond Police acknowledged today that a man who yanked political signs from the Monument Avenue median on Election Day should not have been ordered by two officers to replace them.

“In retrospect, they did not have the authority,” Richmond Police Major Michael Shamus said in a written released by police this afternoon.
