Longtime Henrico Police Chief to step down, transition to new county role

Chief Douglas A. Middleton has served the County of Henrico for more than 43 years.

Henrico Police Chief Douglas A. Middleton will step down from his post after four decades of service, County Manager John Vithoulkas announced on Monday. Middleton, who served the county for more than 43 years, will transition into a new role, working as Henrico’s Deputy County Manger for Public Safety, on January 23rd. Middleton began his career with the county when he was sworn in as a police officer on November 29th, 1972.

In this new appointment, Middleton will work with the police and fire divisions on a host of public safety initiatives, including a major overhaul of the region’s public safety communications system.

During Chief Middleton’s tenure, Henrico County’s crime rate has fallen to the lowest level recorded in the division’s history. Other significant events include the formation of a third patrol station, the implementation of fair and impartial policing standards, deployment of body worn cameras, an increase in complement of police officers serving the county, and changes to juvenile arrest procedures and school resource officer certification.

“While the Police Division will truly miss Chief Middleton’s experience and leadership, his appointment as a Deputy County Manager will ensure a seamless transition for the next Chief and his continued involvement in law enforcement responsibilities in the County,” Said Henrico Police Public Information Officer Lt. Christopher Ely. “His history of tireless dedication to employee development and training has insured the citizens of Henrico will continue to have a first class law enforcement agency to serve their community.”

Middleton will continue to serve as the Chief of Police in a dual role until a new Chief is appointed, possibly as early as the end of March.

He has served in his current role since being sworn in on April 10th, 2011. Prior to joining Henrico Police, he served in the United States Army as a helicopter crew member in Vietnam.
