Rachel Flynn, former head of community development for the City of Richmond, had some choice words for the James River Park’s Floodwall Walk and had suggestions for ways to spruce it up to help inprove Manchester.

On Friday, she joined host Will Synder and Open Source, a new show on WRIR 97.3 FM, to talk about real estate development along the riverfront, among other topics concerning land use in Richmond. 

How would you develop the Manchester side of the river and how does it fit into the masterplan?

Flynn: “The Manchester side of the river has been neglected, there has been limited resources. In past masterplans, Manchester was not part of the downtown. We really saw it as part of the downtown, particularly with all of the recent development….But if you think of the river as the centerpiece, then it makes sense, that Manchester is one side and the central business district is another. So I would start to look at that part of the river and really make it beautiful and accessible, get rid of that ugly grey rip-rap, which is not conducive to anything. You see people trying to walk over, and kids, it’s crazy. Beautify it. People want beauty.”

“And then do something with the Floodwall so that its not just this eyesore, but whether its murals on it, whether you have stairs going to the top of it to get people above it, because the Floodwall Walk is actually quite nice….I’d redevelop the old canal, its called Miller’s Creek. So Manchester has it’s old canal. And then they are supposed to do something about the Mayo Bridge – I would definitely keep it.”
