Low-performing students at Richmond’s Blackwell Elementary School can get free tutoring and other educational services, and parents should not miss the opportunity to sign their children up for the help. Blackwell is the first school in Richmond to take advantage of a new federal opportunity, under the No Child Left Behind Act, to get the free tutoring for students instead of having the students transfer to other schools.
