There are roughly 54 parking spots in the James River Park 22nd Street parking lot on Riverside Drive in the Spring Hill neighborhood. With all the parking issues near the river in the summer months and as Richmond hosts Dominion Riverrock this weekend, is it time to open that lot for daily use again?
