From the January update from the Department of Planning & Development Review:

The City data for Neighborhood and Civic Associations has not been updated recently and the Department of Planning and Development Review is working to correct the issue. It is important for the City to maintain the most current information so residents and neighborhoods can remain informed of planning and zoning changes and other neighborhood issues.

Last summer and fall, DPDR sent out several requests for associations to provide us with the latest contact and officer information. We received responses from approximately 50 of the more than 100 organizations throughout Richmond.

The City will be creating a new web page where you can find the information we have collected, and we strongly encourage any association that has not responded to please contact us at dcdnews@richmondgov.com, or you can click here to complete the survey (contains 11 brief and easy questions!) so we will have the most accurate information.
