Samuels likely to be next Council president

According to once City Council member, Charles Samuels is in line to become Council’s next president.

Though Richmond’s City Council will officially elect its president during an organizational meeting Wednesday, at least one council member says 2nd District Councilman Charles R. Samuels has already locked up the votes to win the position.
