I think the weirdest part is the location. It’s just plopped on the side of the building – Overlooking Jefferson b/t Broad and Grace. So it’s just the wiry cop dude staring at you, making sure you read all 50 signs to determine whether you are allowed to park where you did.

That is on the side of the police building in downtown Richmond and is featured in a cops like show on A & E.
