This looks like the ideal place to be on a holiday weekend. A tire tree swing at North Bank Park‘s Texas Beach.

The sign in the middle of the tire is the take out sign to direct paddlers to the Reedy Creek take out at the James River Park visitor’s center. Be safe on the river!
