Mysterious scaffolding under Powhite Parkway Bridge

“Not sure why there’s scaffolding here,” said James River adventurer Andrew Phinney on his twitter account, @RVAPhinney.

That area of the river is a long hike, as there aren’t many nearby access points. Phinney’s viewpoint was from the north bank west of the Powhite Parkway Bridge, just east of the Powhite Ledges Rapids.

I have emailed the Richmond Metro Authority to see what they know about the scaffolding and the work being done under the bridge.  What is odd is that if there was a big, prolonged rainstorm west of Richmond, the scaffolding would be in jeopardy of being washed away. I’d love to have seen how all that equipment was delivered to that location — likely from above on the deck of the bridge.
