The money is a decades-old debt, owed to the city from when the Downtown Expressway was built. It was supposed to be repaid in 2022 when the road was officially turned over to the city (if that actually happens).
I hope that the $60 million isn’t just spread among hundreds of projects. The money won’t be returned to Richmond until at least November, so we have time to work on our own wish list. I support any efforts to make Richmond more bike-friendly projects and to carry out the Downtown Master Plan. More doing, less expensive studies. Here are some ideas I’ve written about:
- Connecting Brown’s Island to Manchester via VEPCO levee
- Restore the Pump House
- Restore and reopen the Kanawha Canal to paddlers
- Build at boardwalk at Pipeline Rapids
- Develop Chapel Island and make it part of JRPS
- Fix the Intermediate Terminal
- Beautify the granite rip-rap on the Floodwall
- Fund the Complete Streets, bike-friendly projects
