A detailed description of the district is included in the developer’s application along with a site map.

The area has been recommended eligible for the Virginia Landmarks and National Register. The proposals, along with comments from the May 12 hearing, will be presented to the State Review Board and the Historic Resources Board on June 18 in Richmond.   Public comment can also be sent to Director Kathleen Kilpatrick, VA Department Historic Resources, 2801 Kensington Ave., Richmond, VA  23221.

Developers are proposing to build more than 300 new upscale apartment units along the South Market Street corridor in the next five years, establishing a vibrant residential community downtown.   The development would convert the former Brown & Williamson tobacco manufacturing complex at 109 S. Perry St. and the adjacent Star Tobacco cigarette plant at 16 S. Market St. into one- and two- bedroom residential units; townhouses, offices, and commercial spaces are also planned.  The two developments represent an initial investmetn of about $60 million.

Developers successfully cleared one hurdle on May 5 when City Council agreed to a change in zoning.

The May 12 DHR hearing is an important step in establishing a commercial and industrial historic district and critical to financing that relies on historic tax credits.
