I didn’t see tons of coolers, heavy drinking or rowdy crowds like I witnessed on Memorial Day. One man was arrested after that bike was stolen, and the incident caused much discussion, planning and concern among all the key players in Richmond — Police, Fire, Richmond Parks and Recreation, and even the volunteer Friends groups that help the JRPS.
