As we wait for the next developmental step to be taken with the Downtown Master Plan and the pile of projects and studies waiting to be put into action, the City of Richmond has named a successor to Rachel O. Flynn.

The planning director of Madison, Wis., was named Friday as Richmond’s new director of planning and development review.

Mark Olinger will begin work at City Hall on Sept. 12, filling the vacancy created by the departure of high-profile planner Rachel O. Flynn in March.

Viktoria Badger, who has served as interim director since Flynn’s resignation, will resume her role as transportation policy manager in the Richmond Department of Economic and Community Development.
