The RTD has pulled back from calling Baliles the winner:

Challenger Jon Baliles holds a 155-vote lead over two-term councilman Bruce Tyler with absentee and provisional ballots still to be counted in the race for the 1st District seat on the Richmond City Council.

Baliles, a former city worker and the son of ex-Gov. Gerald L. Baliles, leads with 5,975 votes (50.65%) to Tyler’s 5,820 votes (49.34%). More than 700 absentee and provisional ballots still need to be counted.

According to the RTD: “Challenger Jon Baliles narrowly defeated two-term councilman Bruce Tyler to win a spot on the Richmond City Council. Baliles, a former city worker and the son of ex-Gov. Gerald L. Baliles, won the race for the 1st District 1 with 5,975 votes (50.65%) to Tyler’s 5,820 votes (49.34%).”

With 9 of 10 precincts reporting, Glen Sturtevant is leading Trent Park with 59% of the vote in the 1st District School Board race.

The RTD is also reporting that Parker Agelasto has defeated the incumbent Marty Jewell and challenger Lee Shewmake in the 5th District City Council race.

With 6 of 8 precincts in the 5th District reporting, Mamie Taylor had 62% of the vote in the School Board race (over incumbent Maurice Henderson).
