Members of the Wingnut Anarchist Collective walked from the intersection of Broad St. and the Boulevard, winding their way through the fan, all the way to the Mulberry Street home of Richmond City Councilman Charles Samuels, who they blame for the city’s old and and current noise ordinance.

The previous law was declared unconstitutional last year, and has since been replaced by a “sound control” ordinance that council approved back in July. It regulates excessive noise in Richmond’s residential neighborhoods.
