Four three-story buildings are planned on the site of an office complex.
Justin Oliver, owner of Oliver Properties, has his eye on a 55-year-old office complex at Patterson Avenue and Nansemond Street.
If a special use permit is approved by City Council, Oliver plans to raze the Hill Davis complex and construct four three-story apartment buildings on the site, according to official plans filed with the city.
Oliver, typically a multi-family complex developer, doesn’t often buy commercial properties, but saw the Hill Davis tract as an appealing site for new development, telling Richmond BizSense:
“To get an entire city block in the Museum District is extremely rare,” company president Justin Oliver said. “We don’t have a Pizza Hut on the corner, we don’t have anything that’s going to distract or compete with us.”
Oliver’s company owns several nearby apartment complexes, including the adjacent Kensington Place apartments.
