This picture could have been taken at 6pm, so the lights would have been necessary. Also, I agree with Anon E. Mouse’s comment.
today, during the day, the lights were on the rma expressway. talk about waste

Yep, turn off the lights at MCV, no need to take care of business there after hours; kill the streetlights cause all the folks in Richmond are extra nice after the sun goes down; of and we’ll just have the construction workers carry around flashlights while they do their thing. Was there a RMA truck out checking/changing blown light bulbs?
Personally I think it’s a great picture – no environmental strings attached…
