RTD has a lengthy article that talks with various developers about the future of the Boulevard and it’s potential.

“It is the most strategically placed parcel of land in the city,” David M. Hicks, a senior adviser to the mayor, said about the Boulevard site.

“This is about business, about expanding the tax rolls. It is not about baseball,” he said.

The land on the Boulevard is too valuable to continue as a baseball stadium,” said Jeffrey A. Cooke, vice president with Cushman & Wakefield | Thalhimer, a commercial real estate firm in Henrico County.

“It is the biggest tract of land suitable for development in the city,” Cooke said.

A shopping and mixed-use center on the Boulevard would be accessible to residents in the Fan and Museum districts, the downtown area, neighborhoods on the southern end of the Boulevard Bridge, the West End and North Side, Cooke said.

“It’s a wonderful, regional location with potential for a tax base boost for the city,” Cooke said.

Most large retailers are seeking urban locations, and many are aware of the city’s plans, he said.

“But they will not get energized about it until the city makes up its mind. The land could sit for years. No one will spend a lot of time and money unless they know there’s a clear shot.”
