Richmond Times-Dispatch all-star journalist Bill McKelway writes about the 21 people — including 11 VCU students — who were injured when a second story deck collapsed Friday night at 1305 W. Cary St.
Witnesses yesterday described the scene Friday night when a second-story deck sheered away from a West Cary Street apartment building in Richmond’s Fan District, sliding and then wedging dozens of people against the building.
“It was mayhem, and it happened right in front of us,” said Randy Paquin, 24, who was watching the deck from nearby.
