- Create a destination or gathering place to draw people to the James River
- Stimulate thought, conversation, and creativity for viewers
- Reflect diversity of culture and heritage

The timeline for the artwork development, approval, fabrication, and installation is flexible depending on the artist’s schedule. Ideally, the project will be completed and installed by September 2015.
